while I do not remember exactly , i believe the difference in cam retard , may have been done  two ways( memory) in cam machining or gear machining .? in different years? 
Sorry for my lack of clarity . It was long ago . It would help if we knew non retarded  vs retarded sprocket machining to align with part numbers . Seems obvious but adds clarity . I doubt you can find a retarded  sprocket new today ? 
As J cam is different completely  , that one is probably a normal   chrysler gear . 
I had  some discussions ( occasionally a bit heated) way  back on this  , it sounds like they found in testing in 60 retarding cam gave some increase in torque ( I doubt much) at low down or highway tuned rpm and later  versions factored that in and ground cams correctly . Sounded to me like a screw up in 60 on ram cam , IF going for torque not HP so  special sprocket 
This came up for me back then  when using 3rd party ( comp ) cam ,which they say ( comp) is optimal grind as is ( like a J cam) set up “Normally  “ . 
Some believe rams enter this , matched to ram etc , pressure pulse comes later etc , but this also changes  exhaust , and rams are working over an rpm range not one rpm . Retard might raise torque at lower rpm but cut hp higher up , we have to admit long rams are a dog   over 4500 rpm cost 40 hp in the 5 k up area .vs in line quads on a good manifold  Note J cam has less duration (!) yet for  a high rpm short ram . (???) That engineering is not making sense . Something else in play … 
We will never know , butI think they were going for big  torque number to justify whole ram story lots of punch at 2800 etc ( 60 mph) . They knew all  this why 400 hp F had short rams day one, if you want to go fast you need HP not torque . 
I saw an AB dyno test on a built 450 “ 440 with rams then mopar single big 4 , 40 hp is the real loss, and torque not much better low down either  Guy still kept rams  liked them  . Me too ! 
Bottom line , retard  cam , you may get what you wish  for..
