Nathan,

Is your new voltage regulator an old style point type or a new solid state
type?  In my experience, I have never been able to get rid of the dancing
needle problem until the regulator was changed out to a modern solid state
type.  John Hertog used to sell them, maybe he still does...or check with a
local parts store.
