Years ago, we used to pull these mechanical regulators apart and use a fine ignition file to smooth the electrical contacts inside. Each of the contacts is dome shaped. However, due to the amperage switched by the contacts, deposits build up on them. Sometimes the deposits can be almost needle-like and extend toward the opposite contact. Filing of the contacts usually avoided having to replace the regulator. The top or "can" of the regulator was removed by gently bending the tabs underneath the regulator to provide enough clearance.
