I have, when under duress, opened up the collar and removed the bad hose section. You can do this by cutting the hose up a few inches to where it is still good. Then use a small yawl or screwdriver to open up the collar just a little. After cleaning and drying out the collar, slide the good hose into the collar and re-peen it closed. You can do without the cable shroud going up as far as it does so the cut off section won't matter. You might even put a little permatex into the collar before re-peening it. This takes time and patience but is easier than trying to find a new cable. Credit George Riehl for this trick.
