Perhaps any undercoating that would come off  SHOULD come off (as 
someone else said, it could be hanging on but detached in places) 
causing pockets which could hold water and maybe already do - causing 
corrosion.  New undercoating could be applied in those areas.  Maybe the 
stuff in a spray can would work for such touch ups.
