There were a bunch of aftermarket units a few years ago-- had one on a PU truck and it worked fine. Underdash control and simple installation.

Can  any electrical genius, out there, tell me how/if it's possible to
retrofit a delaying-device
or circuitry (like a circuit breaker, duh, or, an actual system, from a
moderne model) onto our cars ?
I've installed variable speed wipers (from a 57 NY'er) , but, that
shouldn't make the modification any more difficult (should it?)

H. may get wet, in June, 2007.
