Nither Dodge nor DeSoto - it was a Chrysler. "M" is for 1959 and "R" was used for Raised block - the RB engines. The American-built 1959-60 Chrysler Windsor snd Saratoga used the RB 383. The "B" block 383 was stamped "ML". The "7078" is the sequential engine number, which started at 1001.
