Ned; There are much better penetrants for
loosening stuck bolts. One I’ve found that is very good is called “PB-Blaster”.
It is sold at Autozone stores, and probably many others. It is in a
yellow can. Also, I’d like to add my agreement
to the person who mentioned tightening a bolt slightly first before trying to
unscrew it. This seems to loosen the rust in the threads and crush it,
making the bolt free up more easily. If this doesn’t work, and if you can
do it without damaging something else, use a low temperature torch (like
propane or MAPP gas) to heat the bolt to just short of “cherry”
red, then let it cool and try it again. This will usually powder the rust
and let you unscrew it normally. I’m not familiar with the Crown
Imperial brakes – I think they may be different from the lesser Mopars –
so I’ll defer to others who are more knowledgeable. Dick Benjamin From:

right brake adjusters located on the 1948 Crown Imperial. The cams turn
but don't appear to really do that much, however the Anchor bolts will NOT turn
at all. |
