You might also try some diluted bleach (say one part
water to one part bleach) and see if that does the
trick.  Try doing a small spot at a time, and let the
solution sit on the vinyl for a few minutes.

Another option is Castrol Super Clean (WalMart has
it).  Last year, this was the only thing that I could
find which would remove what looked like twenty years
worth of ArmorAll on the vinyl top of my '70 Imperial.
 The Super Clean removed it, BUT it will also remove
paint, so you have to be very careful.  I spent the
better part of a day carefully cleaning the vinyl top
in small sections, so as not to get any of this stuff
on the paint.
