Bob, Yep, that's the high beam indicator. Perhaps the missing headlamps are causing it to light up in search of a ground... See what happens once you re-connect the headlamps (simple enough to do temporarily even before the car is done... just plug 'em all without installing them). Just curious... does you car have the "beam changer" option? (A small disc-shaped object atop the dash labeled "early...late" means yes.) Hope this helps!
