Pie plates vs snorkels advice

1. Am I correct in thinking that open "pie plate" type air filter covers
are an advantage with low speed stop and go city driving, as factory (413)
"snorkel" types are for highway and higher sustained speeds per the forced
air entering thru the grill in to the snorkel?

2. And can the radiator fan inhibit this forced flow in to the snorkel
at higher mph, or do the higher fan rpms compensate for this?

3. Or....Dose the radiator fan force air in to the snorkel at lower
speeds and take-offs since its opening is directly behind the fan?

Id like to put my snorkel up and save it for a weekend restoration project
then replace it with a "pie plate". Meanwhile My 65 LeBaron (413) is mostly
driven to school thru downtown D.C. and I get allot of low flow traffic.

Thanx all
