It can be wound tighter, which is probably what you need to do to correct the many years of lost tension in the spring. Be careful though- you will need to remove the cover on the spring mechanism, and then CAREFULLY circumnavigate the fixed end around the spring so as to make it tighter...I'm not sure how better to explain it without being there. All I can say is, just be very gentle, wary, and deliberate about the whole thing, otherwise you will end up with a big pile of tangled clock spring and a big rewinding job to do.
