Seriously, the sending unit should be fairly easy to test.  Take the lead off the sending unit and ground it momentarily to the frame while a helper watches the gauge.  It should read full after a short time.  Don't hold to ground for very long though.  If the gauge doesn't go to full, the problem is probably not in the float.
 
There is a Ford truck float that fits the old Imperials.  [No, I'm not conning you into blue oval parts just for fun.]  There's also at least one place that rebuilds sending units.
