67 heater

Hi all, the heater controls on both my 67 4DR and 67 convert  blow only hot air once the engine warms up, how does the 67 imp w/std a/c regulate the heat, is it with a hot water control valve or does it circulate  the hot water from the engine all the time and the controls on the dash  only regulate the airflow from outside to change the temp of the air that comes out? . I have a 67 factory manual, but it does not spell out how the system works. Has anybody fixed this problem before?  will I have to dismantle the dash to get to the heater controls? (this sounds like a lot of work) thanks, Mike Becker
