Bidding in the final minutes of an eBay auction is often the norm, not the exception. This type of bidder is known as a sniper. Some sellers cancel sniper's bids. Recently, prospective eBay bidders have asked OIC members if they intend to bid on certain eBay auctions for the reason you mentioned below: if you're outbid on an auction, it may as well be to an OIC member rather than drive the price up unnecessarily.
