I'm betting its the voltage regulator. Its also possible that the "new"alternator went bad, I've had this happen. I'd start with a new regulator, they're cheap & if its something else, you'll have a spare for when it does go bad. If after changing the regulator & you don't see the gauge showing a fairly high charge at first, I'd get the alternator checked out & also have the battery checked for a dead cell.
