I've never seen a top like that on a 64. It does have the
roof rail trim for a vinyl top, so it came with one. The only thing different
I've ever seen is on a 64 Crown Coupe. The sail panels are done in vinyl but not
the rest of the roof.

Here in the
US, the elk grain vinyl is available at most auto upholstery shops.
However, it is ONLY available in black now, even though it was offered in
white and blue in 1964.
The correct grain for the 1964 Imperial vinyl
top is shown in the '64 brochure, page 13:

I would expect
that suppliers such as SMS or some of the other vendors listed in the
upholstery section at http://www.imperialclub.com/Part/Interior/Upholstery.htm
could supply the correct grain vinyl.
