Lap Rope would refer to the lap blanket that would hang from it, but
most of the time is is called a Robe Rail. Old cars didn't have roofs,
so there had to be a place to store the blankets when it got cold!
On two door cars, most folks use this to pull the seat back into
position once seated in the rear seat.

A lap rope is a rope, duh!, that was strung across the back of the front
seat, over which to hang a lap robe. A lap robe is essentially a blanket
that back seat passengers draped over their laps and legs in the
winter, a
throw-back to when cars' heaters weren't as efficient as they are today.
