I think it may have been to force maintainers to remove the pan (and see the filter) to change fluid.

With all the talk recently about transmission fluid, magnets and what not, makes me wonder why transmission pans don't have drain plugs like oil pans do, and if it makes any sense to install one to make future maintenance easier?
