Sorry Dale, on the 1963 Imperial it is in the Temperature gauge. This is not generally repairable. In the clusters that I have worked on, I replaced it with an external limiter and bypassed the original. The clusters that I have done this way have never given any more trouble.
 
To fix the original voltage limiter, so that no one can tell that it had a problem, JC Auto was just about the ONLY option. I think Eric in Portland may have repaired his own, but I don't know if he bypassed the original or repaired it. Maybe he will contribute to this. I purchased a new old stock Temperature gauge on Ebay last year, but I would not consider selling it, nor would I plan to use it in one of my cars. The original limiter was very prone to failure in a relatively short lenght of time.
