It is the factory alarm.  It is set off if the battery has been disconnected, lock and unlock the front door with the key to turn the alarm off.

 

Sometimes the driver’s door switch for the alarm goes bad, so you may need to try the passenger door.

I have a 1990 Imperial and the four ways stay on and the dash lights blink in time to it when the key is on.  It also does't start.  Any ideas on what I should check or what could be wrong.  Thanks.
