I am not aware of any pre-testing than can be done without removing the 
panels.  Removing them is such a breeze, you should not even factor that in 
as even a minor obstacle.  You will have to remove a metal strip that holds 
the switches in place in order to detach the switches from the door.  No 
biggie either.  The crews are abundantly obvious.  Once the panels are off, 
you will have full access to the motors, etc.  In all the work I did on 
mine, I never once had to deal with the wiring or the fuses either.  It was 
all about the motors.  I dare say yours are needing to be removed and 
cleaned.  You may even be able to free up the spinning part by hand once 
they are off the car.  Rebuilding them is, however, probably a very good 
idea.
