Thank you to everyone for your advice.

Right before I headed out to the local Radio Shack I went thru my stash of chemicals in the garage.

Sure enough from somewhere I had inherited a can of  old electrical contact cleaner.

I figured it must be the right stuff because the can had a picture of a potentiometer on it.

Anyway after gently pulling the knob and tone control ring off the radio shaft I gave it a good blast of cleaner.

 Put it back together,  worked the volume control a few times and it seems to be working great.

                    So far there is no static or fading .
