I also have been trying to decide on paint for my 59, I'm going to use color options that were available to the 59 models only
 
I understand that all new car dealers would repaint a car if a buyer asked for a different color than what was on the lot. so I think as long as you go with what was offered to the imperial in 1964. but as for combinations of different colors I believe that the dealers could put together anything you may want, (brown/red, or green/white).
 
as for the black interior, my 59 came factory with black carpet and blk vinyl seats. and the dash vinyl was also black. but the rest was in aqua mist.
and I'm thinking of going with radiant red with a ivory white top and instead of all vinyl seats I'm going to go with a red vinyl and white cloth with the little crowns in the cloth patterns.
hope this helps to give you some ideas.
 
after all its your car and you will be the one spending the most time in the car, so I say go with what ever pleases you and be happy with it.
and if you have a money tree ( wished I did) then you can afford to try many color combinations, until you find the right one that fits you.

would consider changing the color of the interior (probably to black).

As for the exterior color, what are opinions on color combinations that
would go with the tan interior? If I change the interior color to black,
this becomes more or less irrelevant, since a black interior goes with most
exterior colors.

I was looking at the options for 64 on the website, and noticed that it
mentioned 2 tone paint as an option ($20.85). Is the 2 tone paint, just a
different color top or is it something different?
