Never heard of one this far advanced. Especially with
a vacuum advance distributor. I would try about 8 or
12. Especially on an smog setup. Maybe 4 or 6.

My rule of thumb to be conservative is 1.5 CCA for
every cubic inch. so a 440 would need around 660 CCA
max. Mine have 650's and never fail to start.

Sounds low. Check the ballast resistor? Faulty
wiring?

A bad battery will kill a starter. But if it cranks,
in my experience, its usually OK.

On older cars with today's gas, this is the method I
prefer. In fact, many older Haynes mauals use this
procedure: With the car in top gear, attempt a hard
acceleration up a moderate grade at between 30 and 50
mph. Adjust timing up unitl the point where it just
fails to ping.
