Brandt,
The cluster seemingly shouldn't have anything to do with the starting
circuit, unless a wire is loose on the ignition switch and it just happened
to make contact again when the cluster was put back in, or a wire fell down
and created a temporary short on the ignition switch connectors. Maybe a
transmission drive button was pushed in? This is a mystery.
Have you tried pulling the vacuum hose off of the booster yet, plugging it
with something suitable, to determine if this solves the vacuum hiss sound?
This would confirm the theory that it is the booster. Check this hose for
holes and cracks, it will likely need replacment if its 41 years old. There
should be a check valve that this hose connects to, the seal under the check
valve should be looked at to see if it is broken.
For a new booster, if this is confirmed by the above test to be the cause of
the noise, see the website page at

I got a booster from "Booster Dewey" of Power Brake Booster, Inc, Portland,
Oregon, 503-238-8882, for my '72 Newport. All he does is boosters and I
watched him fine tune my booster to tone down the overassist that he
predicted it would have. It appears there are some brake booster shops in
California, as well.
On a side note, I did a websearch for 'brake booster portland oregon' and as
typical, our imperialclub.com vender link was one of the 1st to pop up. Hats
off to this site for being incomparable, the most carefully built, and worth
a $100 million, not to mention forward looking. Ok Ok, I mentioned it.

Ok. I got my car running again. I just had to put the dash back in. I =
guess there was a short. For those of you that dont remember my previous =
few posts. Im having a brake problem. Its a hard service brake =
accompanied by a vacuum leak. I assume the sound is coming from the =
power booster push rod but i havent been able to pinpoint it. According =
to the service manual I have it says to remove the booster w/ master =
cylinder assembly and overhaul. It says just to dip the diaphram in =
mineral spirits?? Should I do all this? Or buy an overhaul kit? send the =
booster somewhere? buy new? buy rebuilt?
