Forgive me if this is too basic a solution... I may have misunderstood the question.

In my '64 and a '65 that I've ridden in, the slight hiss when the car was in gear was due to a vaccuum leak in the hose activating the automatic parking (i.e., emergency) brake release. Sometimes the hose under the dash near the transmission connection can work itself loose. It's worth taking a look under the dash.
