Tony.  That's a pretty simple system.  Its got two lengths of vacuum line, a
little vacuum switch mounted at the base of the steering column (on the top,
inside the cab), and the vacuum pot that pulls the release mechanism.
Something either leaks or is disconnected.

I agree with Dick.  Its likely been disconnected as you would otherwise hear
a vacuum leak when you shift into R or D.

   I was thinking the other night that my auto parking brake release on my
71 Imperial has never worked since I have owned it.  I was wondering where I
