Hunting shorts

O.K. man Iv had it with my 65 charging system .
I ran the battery down last week (lights) and suddenly I cant keep a charge 
in the battery.

Iv replaced the limiter (one year old)
Iv replaced the alternator twice (and up'd the amperes to 45)
Iv replaced battery (1 1/2 year old)
Iv driven it about 20 miles to recharge it (no help)

the lights dim (although slightly) when the fan is blowing and I come to a 
stop.

The windows slow to a crawl or stop when I activate them up or down while 
driving (and don't work at all when engine off).


NOTE:
I get a slight voltage reading when I hook a meter to the positive side of 
the battery and negative to ground.
This is with the ignition off and all the fuses pulled.


Id like to do a little sleuthing my self before I take it to a specialist.
any suggestions please?
