The problem with the switch is very likely just a buildup of oxide and or dirt on the rheostat wire. The easy fix is to just operate it through its total range many, many times, with the dash lights turned on, so that the current will find a path and bring the lights on, then when you get a flicker from the lights, continue rotating the rheostat many, many more times with the lights turned on, you'll find that the "good" area expands until finally the whole range of the control is back to working well again.
