There was a halogen conversion for 4 lights (2H / 2L)
on Ebay recently.  Cost was under $100 if memory
serves.  

I converted a VW Golf to "German-spec stock" H4
european lights 10 years ago.  A relay was involved. 
It boosted brightness 4x and you could select the
intensity  of lamps that you inserted.  

Might be a good (Cheaper) alternative.
