By leaking coolant between the freeze plugs do you mean literally between adjacent ones, or leaks around the seal of the plug itself? Remember that the plugs are made of a different metal than the steel, and over time, corrosion and galvanic effects will deteriorate the weaker of the two metals (the plug).

I would attempt a rebuild. Egge (www..egge.com) has all the parts you need for the 413. An AACA acquaintance of mine recently rebuilt his 1910 Cadillac motor with parts from Egge. If they have stuff for a brass era car, they have stuff for ours too.
I'm sure a 413 block is out there but not easy to come by. I could be wrong on that account.

I have two problems with my 413. First, the block is porous. The block

of oil almost every 50 miles. I have tried using Restore and it does
seem to be improving the blow-by. With the problems I have, should the
original engine be rebuilt, or should I start looking for a replacement
engine?
