To your question, I believe the reason the skirts were made optional for 1978 was for weight savings, but in an a slightly gerrymandered way. Keep in mind that published curb weight and EPA fuel-economy testing were both achieved with the car with only standard equipment (for each engine, for the fuel economy, of course), so every pound helped (in theory). A 1978 NYB weighs several hundred pounds less than a 1975 Imperial.
