I will bet you it is your Flasher. I had a 74 Pontiac do the same thing. That is what it is.

Check the bulkhead connector. Great big multi-wire connector that is attached to the firewall.

After the horn relay quit working, there are no outside lights working..(except the headlights)..the fuses are not blown..could it be the headlight switch?..the inside lights all work except the inst. panel lights and the map light?
any ideas?
