In my experience, the ignition switch on these cars is troublesome.  You 
should check to be sure that is functioning properly as one option.  I can 
only assume you've checked all your fuses.  This type of behavior sounds 
like a bad ground somewhere.  Check to be sure the steering column is 
properly grounded to the car.

I have a 1990 Imperial and the four ways stay on and the dash lights blink 
in time to it when the key is on.  It also does't start.  Any ideas on what 
I should check or what could be wrong.  Thanks.
