Did seat belt installation in cars in the early 1960's have to do with where (what state) the car was sold in? I have a '63 Dodge with lap belts. I believe shoulder harnesses weren't required until '69, but were optional (at least on Imperials) in '67. Conversely, all '63 and newer Volvos had full 3 point belts. Just shows you how Important safety was in other countries vs. here. My '67 Imperial has lap belts all around, and I rarely use them. I feel they are virtually worthless in any serious collision. There's also the law of constant risk, which basically means that you feel safer in a car with 3 point belts vs lap belts vs no belts, so you drive more recklessly the more "safe" your car is.
