You didn't mention what kind of carb you're running. The idle test failure when you leaned it out makes sense as you basically created a lean misfire. The loaded test however has nothing to do with the idle screws but with the power circuit. What were your loaded HC and NOx numbers? If HC was a pass and the NOx was really low you might want to increase the base timing. If the carb is new I would take it back to the supplier and have it replaced or at least have the primary cruise metering circuit fixed.
