What you are hearing is a relay/curcuit breaker combination. If you are going toreplace it, I suggest relocating the new one to a more convenient location. I don't know what ever possessed Chrysler to put that thing up in there. If the headlight doors get obstructed and thus not allowing them to open or close fully, you will hear this sound due to excess load on the motor. Are you sure the motor is not being obstructed in some way? The motor itself could be tight and not moving freely.
