What you are hearing is a relay/curcuit breaker combination.  If you are 
going toreplace it, I suggest relocating the new one to a more convenient 
location.  I don't know what ever possessed Chrysler to put that thing up in 
there.

If the headlight doors get obstructed and thus not allowing them to open or 
close fully, you will hear this sound due to excess load on the motor.  Are 
you sure the motor is not being obstructed in some way?  The motor itself 
could be tight and not moving freely.  You can usually take the end cap off 
and lubricate the bottom bushing to make the motor turn freely...works for 
me...YMMV

Hey John.

  I have a 70 imperial with a problem with the headlight doors as well...
They will go down just fine but will not go up and I hear a buzzing noise in
the dash.  Where is that relay located and how easy is it to find one?
