I have always used Westley's Bleach White.

The stuff has been around for years and years.  Wet the tire good,
spray the Westley's on, let it soak for a couple of minutes, and use
a nylon bristle scrub brush and scrub it down.  Hose it off good.

Repeat if the yellow is still there.

They will look whiter than white.
