Weren't they all built with single headlights, but upgraded on a case by case basis by the dealers?

How many these cars were produced? as far as I know dual headlights were illegal in some states in 1957(9 states?). My 57's VIN is C5710342. Is there anybody else here who has a single-headlight 57?
