I just received this information through the WPC Club, from FCA.
Two of our club members actually visited Brandt Rosenbush today at the Detroit Office Warehouse of FCA.
Brandt gave them this form which must be used to request a build record.
Proof of vehicle ownership must accompany the form.

I just sent a build record request to that email address and it was refused/sent back as undeliverable!!

That's correct, FCA doesn't charge anymore. You get a letter saying where your car was originally sold then a copy of the build card. Its up to you to decode the build card.

I just did mine through e-mail to Danielle Szostak danielle.szostak@fcagroup.com. She sent a follow up e-mail to clarify the paperwork I included since I have a bill of sale from an auction for my car.

Danielle is very helpful and has sent me info about several cars through the years.
Please mind that sometimes the FCA closes the service sometimes, perhaps for reorganizing the historic documents.

It seems that they flip-flop back and forth about accepting e-mail requests, depends on the volume of requests.
