Umm...You might have to put down the spanner, close the bonnet, lean on the near-side wing and tell us what a "bumper spud" is.
Spud = Potato ? Bumper potato?

Apologies. I thought those were called bumper guards. Which they are. On the rear bumper.
*HOWEVER* to my dismay and shock, on the front bumper, those little teeth (guards?) are called "spuds" as you suggested.
