The VIN number is part of the data plate. It's usually on the upper right side of the cowl if it's a Detroit or LA-built car.

Yes. In that case, I believe that the data plate is located near the master cylinder.

Pretty sure that this is true regardless of where the Mopar was built (back in the day)

"VEHICLE NUMBER LOCATION The vehicle number (serial
number) is located on a plate which is attached to the
left front door hinge pillar post."

As for the data plate:

"BODY NUMBER LOCATION The body number is stamped
on a plate which is attached to the left or right side of
the engine side of the dash, or on front of radiator yoke."

REFERENCE: 1960 Dodge FSM (I don't have a 59 Dodge FSM)
