Jerry: I think what you seek is an early version of the Positive Crankcase Ventilation (PCV) system. The small nipple on that cap would be connected to a rubber hose which was connected to a nipple on the air cleaner. End result was blow-by from the engine would be drawn into the engine and burned.
Not sure when they started adding those caps (and hoses to the air cleaner). Because of the smog problem in the Los Angeles basin, the State of California led the charge on implementing air pollution control devices:
"The California Motor Vehicle Pollution Control Board (a precursor to the California Air Resources Board) was established in 1960 and began researching how to prevent blow-by gases from being released directly into the atmosphere.[5] The PCV system was designed to re-circulate the gases into the air intake so that they could be combined with the fresh air/fuel and more completely combusted. In 1961, California regulations required that all new cars be sold with a PCV system, therefore representing the first implementation of vehicle emissions control device."

So that cap on the 60-61 engine might make a lot of sense. You could probably substitute a generic PCV valve that fit the rubber grommet in the valve cover (and then connect the valve to the air cleaner).
