Is there anything special and or difference between the short & long intake systems?
The actual intake pieces are the same length. The difference is that on the "long" rams, the divider between the runners on adjacent ports runs the entire length of the ram. On the "short" rams, it only goes about halfway up. This page describes how they work:
The short answer is the long rams are tuned to work efficiently at a lower RPM than the short rams.
Can they be put on any 413 Mopar engine?
They'll bolt up to any big block heads just fine, but the intakes are just one part of the system. There's also a crossover tube, carb linkage, anti-stall dashpot, special exhaust manifolds and pipes that connect the exhaust to the carb-end of the intakes for mechanical support and heat. The cam is also tuned to work with the intakes.
If I come across any should I get it/them?
There's no doubt that they really look cool. I considered it when I put my Dodge together, but decided it would be too much trouble. All I had was the intakes, carbs, crossover tube and part of the linkage. The biggest problem was that the passenger side shock tower would have had to be re-shaped for it to fit. Here's some pictures I took:
