Larry - You probably will find trying to “rivet then weld” new metal over thin rusted metal not much fun. The rust is more than likely worse than appears. What I did as a temporary
measure for 5 years was bond rubber mat material to the floor with pure silicon glue (in a caulking tube). It held amazingly well, was tough to remove when I replaced the entire floor pan last winter. You can see the remains of the glue in the attached pics.
Heck even the gas pedal was bolted thru the rubber mat. And yes, the rust was much worse than expected.
I am sure thin metal could be bonded similarly. Sources for “cheap” metal could be home centers, auto body shops, sheet metal shops (duct work - gutter makers etc - ask to rummage
thru their scrap metal piles) How about an old (or new) galvanized drip pan - used to have one of those...........
