Trunk Lid underside Insulation Question



I have my 62 Plymouth Conv Trunk lid apart to fix some rust areas.
There is no black waffle fiber insulation material between the inner and outer Trunk metal panels.

Should there be any of the black insulation between the panels in the cutout spaces on a 1962 Plymouth?

Also the reason these trunks always rust form the inside out is ,there is no primer/paint of any kind where the panels meet together just bare metal
