The gauge moves according to the amount of resistance. My notes claim 10 ohms resistance gives a "Hot" reading, for example, while 20 ohms would be about in the middle between C and H. Don't leave the ground on long, just enough to see the gauge move. If it moves there is a good gauge and regulator. Have you tested the sending unit? If it is defective the gauge won't move.
