I've always used the slim flat long screwdriver which worked fine.  Your situation makes me wonder if someone has just discarded the self adjuster stuff, explaining why you can't find it to move it out.  Thus, the star wheel probably is just stuck pretty badly.  If that is the case, if you are replacing shoes anyway, you could try getting the straw on a can of PB or Liquid Wrench in there and aim it down onto the star wheel and soak the you know what out of it, give it a day to work. Failing that, you can cut or grind off the heads of the retaining pins which sometimes allows enough looseness to let you pull the shoes out of line, letting the drum come on off if the actuating pins will flex enough.

This conversation reminds of my friend Harlan from childhood, who would never tighten his brake cables on his ten speed, so as his brake pads wore down, he had to pull those brake levers further until they eventually would just bottom out on the handlebars.
