Steering column rub

I have now turned my focus on the inside of the car. The steering column rubs when you put the car in gear, the plastic piece that moves with the shifter is rubbing. Here are a few pics of what it is doing. Not sure if there is a spacer for the column? I see there is a rubber gasket that goes around the column but when I had it apart it appeared fine, so not sure what else could be causing it.
